「社子島」的消失危機！ 都市開發與熱島兩難
台北最後的農村「社子島」，在北市府計畫徵收後，除了拆遷安置的爭議，一直沒解決，當地居民也擔心，原本170公頃的農田區，開發後，只剩不到3公頃，消失的農田綠地，除了攸關生計，對於延緩都市熱島效應來說，同樣面臨衝擊，對此，北市府強調，有規劃公園濕地，提高人均綠地的面積，不會讓綠地平白消失。
社子島居民洪大姐：「你們有沒有看過那個，綠色的茄子，這個可以採，(這怎麼採啊)，這樣就好了。」
田裡蔬果，親自下田採摘，在寸土寸金的大台北地區，小農不僅自種、自產、自銷，眼前看到的蔬果，全是無農藥栽種。
小農戴上斗笠，在烈日下犁田鬆土，放眼望去，到處都是綠油油的一片，這裡是台北最後的農村「社子島」，也是北市府計畫徵收開發的土地，但說到市府的開發計畫。
社子島居民洪大姐：「你們把我們的房子拆了，沒有再分配房子讓我們住，結果還要我們花錢跟你買，這樣就等於你不要來幫我們開發，我們這樣住就好了，為什麼要讓你來開發，不用。」
記者黃琲茹：「社子島在過去，肩負大台北地區，重要的防洪功能，其實這裡也是，非常重要的蔬菜供應地，直到現在，還是有非常多的居民，在這裡從事農耕，社子還有關渡平原，可以說是維繫台北盆地，非常重要的綠色心臟，儘管就社子島的開發案，現階段，當地居民還有北市府，還沒有辦法取得共識，不過就土地的開發，除了用報表可以統計的相關資產外，眼前看到的綠色植被，同樣也是延緩熱島效應的重要資產。」
社子島自救會發言人李華萍：「全面性填土開發狀況下，社子島生態它會，全面的，大規模的一個崩壞，那我們未來面對極端氣候，開發後的社子島，它是沒有辦法說面對，叢林生態一個環境調節的功能，我們的願景是結合觀光產業，結合在地的一個特色，那我們來推動一個觀光農業。」
北市府都發局總工程司邵琇珮：「在不影響到這個未來，社子島提高它的防洪標準，然後以及主要計畫的公共設施的狀況之下，市府其實是有研議一個可以，申請剔除區段徵收的機制，那初步規劃大概有9處聚落。」
社子島位於台北市士林區，是淡水河、基隆河匯流處形成的沙洲，過去因為地勢低窪，水患頻傳，民國59年被規劃為「防洪計畫區」，只能做為農業用地或綠地，社子島禁建48年後，台北市長柯文哲提出「社子島開發案」，希望透過區段徵收，加速開發，但居民質疑，北市府區段徵收，是假開發、真搶地，訴求解除禁建、就地改建。
哪裡買商品
社子島自救會發言人李華萍：「現在他是要抹殺社子島170公頃的農地，社子島它要發展，但是不要區段徵收，有高達76%的人，他是沒有回收(意願調查)的，那你怎麼可以是就24%回收人的意願度來調查，他們願不願意耕種這件事情，所以我們是要求，就農地的部分做重新做調查。」
北市府都發局總工程司邵琇珮：「總面積302公頃的部分，我們其實是規劃了有將近100公頃的這個，公園綠地跟堤外的濕地綠地這樣子一個系統，所以平均現在社子島，1個人的人均公園綠地面積是0，但是未來的部分，1個人的平均公園綠地面積，可以高達25平方公尺，大概是台北市平均值的5倍。」
市府目前規劃，開發後，將劃設2.45公頃農業區，讓願意務農的居民，繼續耕種，也劃設近82公頃的公園面積，維護綠地，但當地居民認為，社子島原本170公頃的農地，在開發後，大幅縮減，除了影響大台北地區現在1/4蔬菜供應量，跟農民生計外，綠地減少後，也可能不利於城市散熱。
天氣風險管理公司總經理彭啟明：「都市的溫度裡面，不是只有白天的，中午的高溫，連晚上都比平均值大概多了大概1到2度左右，所以晚上大家很熱，就會開冷氣，所以晚上，熱島效應在晚上是很難降溫的，所以統計上，以台北市的統計上來看的話，只要是發生熱島效應的時候，熱天跟不是熱天，在夏天相比，PM2.5或是臭氧的濃度，都明顯偏高。」
社子島以「生態」作為開發主題，但對於農業區的規劃，在土地使用分區的占比上，卻不到1%，想要打造真正的「生態社子島」幫城市解熱，生態都更，還需要審慎評估。
