北市選戰誰強？柯P、賴神很接近

【台灣醒報記者譚有勝台北報導】賴清德將成「黑馬」？多項民調顯示，行政院長賴清德與台北市長柯文哲支持度不相伯仲，是民進黨的「最強人選」。對此，政治學者游盈隆20日受訪時認為，即使民進黨自提人選，仍搖撼不了柯文哲高支持度（50%以上），顯示柯有一定的支持度。施正鋒教授受訪時則分析，賴清德即使不選北市長，憑行政院長的表現，依舊可以挑戰2020總統大位，所以賴出征的可能性低。

民進黨台北市長選戰啟動黨內徵召，到底誰上戰場才有勝算？台灣民意基金會針對台灣人對台北市長柯文哲與行政院長賴清德的支持度做民調，結果顯示，柯文哲的平均值為58.92%，賴清德的平均值則是59.20%，兩人的支持度不相伯仲。

另外，TVBS也利用網路調查，加上電話民調，綜合分析台北市長選情，預測顯示，柯文哲以40%左右的支持度遠遠把民進黨立委姚文智（18.8%）甩在後頭。值得注意的是，若民進黨推賴清德取代姚文智迎戰柯文哲，只輸8個百分點（32%），即使陳菊出征，也只有20%左右的支持度，與姚文智出馬相當。因此外界認為，賴清德遂成為了民進黨北市選戰的「黑馬」。

台灣民意基金會董事長游盈隆受訪時表示，雖然民進黨不禮讓柯文哲，但只是傷到他的皮肉而已，從柯文哲的支持度來看，有超過5成以上的民眾支持。在台北有54%支持度，台北以外有60%左右的支持度，柯文哲是一隻「哥吉拉」，政治影響力力相當堅強。

「按民進黨政黨政治倫理，必須推出自己的代表，但是民進黨會面對什麼樣的對手？」游盈隆分析，柯文哲絕對是一個強勁的對手，如果是提出弱的人，別人會認為民進黨在放水，但要派出「最強人選」誰才是適合的人選？

游盈隆進一步說，陳菊在北台灣的支持度並不高，只有2-3成左右。如果陳菊最終出征，輸了以後要付出極大的代價。既然賴清德現在的民調比陳菊好，賴清德是否會願意出征北市選戰？

游盈隆不認為賴清德會出來選，游表示，現在賴清德是全國行政首長，表現也還不錯，民進黨推派他的可能性近乎為0，「除非蔡英文要他出來選，否則他出征的可能性很低。」

東華大學原住民事務與發展系教授施正鋒受訪時則說，柯文哲民調仍在50%以上是因為還有淺藍、淺綠的選民支持，造成現在北市選戰「三分天下」的局勢。「但如果國民黨、民進黨都啟動選戰攻勢，淺藍、淺綠選民恐怕會回籠，對柯文哲極為不利。」

至於賴清德是否會出來選？施正鋒認為，賴清德即使要在2020選總統，以他在行政院長的表現還是能夠出征總統大位，並不需要台北市長作為跳板，賴清德出征的可能性低。
