搶救蚊子園區宜科擬推翻「不量產」承諾遭要求重作環評

竹科宜蘭園區環差案，29日在環署進行第一次初審，雖然宜蘭縣代理縣長陳金德親自領軍，打算在承諾污染排放總量不變下，增加引進產業類別及量產，包括生技、精密機械、通訊等產業量產。「此風不可長」環委李克聰說了重話，認為當時為求過關答應的限制，後續又想從環差改回來，實在不應該。此案也遭小組建議重作環評。

此案在2007年環境影響說明書審查結論通過，條件是承諾園區不從事產品量產行為，但現在變更申請「新增生物科技、精密機械、通訊、光電元件材料系統及綠能產業開放量產」。小組指出，這些量產行為將衍生新興污染物、酸鹼氣、有害空氣污染物、溫室氣體直接排放等原環評不得量產情境下未評估污染排放項目，因此需要重作環評。

竹科宜蘭園區當年以「不得量產」的承諾通過環評，但因此從2008年至今招商困難，挨批「蚊子園區」，土地使用率偏低屢招檢討。竹科因此提出環差案，打算開放生技、精密機械、通訊等產業量產。

宜蘭園區總面積約70.63公頃，扣除公共設施等後，可出租面積約33公頃，但因招商產業類別限制與「不得量產」，園區土地出租率至今僅有6.03%。

為了活化園區，竹科管理局申請讓宜蘭園區對生物科技、精密機械、通訊、光電元件材料系統及綠能產業開放量產。管理局局長王永壯強調，這是在污染物排放總量不增加前提下，連結宜蘭在地產業，促進當地產業升級。

宜蘭縣代理縣長陳金德親自出席，表示地方期待廠商進駐能帶動經濟發展。宜科表示，將以低污染、低耗能產業為原則，將有數位內容智慧運用、結合宜蘭在地產業。例如宜蘭工廠以食品加工業為大宗，將以此帶動機械設備業發展；電子設備及零組件製造業工廠數居中，醫材製造業及製藥業工廠具規模且為國內知名之企業。且宜蘭大學已結合在地學校及宜蘭園區廠商，進行氫能燃料電池車及雲端綠能智慧微電網等研究成果。

不過，小組環評委員卻對「開放量產違背當初環評意義」相當不滿，更表示開放這些量產是違背了科學園區的發展精神。

環評委員李克聰指出，宜科本來是以通訊資訊服務、數位創意等類軟體產業通過環評，這些產業不需量產、低污染低耗能，但這次要新增的產業類別，卻需要量產，顯然與本來的承諾及精神都不符，因此他強烈主張此案應建議重做環評。

李克聰直言，台灣現在處處是科學園區，若科技部想在各地都設園區，就應該針對各區域特性發展、有不同科技產業類別。

再者，李克聰也批評，許多開發單位為了讓環評通過就任意承諾，之後再以環差審查方式逐步變更，此案大幅改變環評結論，實在嚴重影響環評審查精神，「此風不可長」。
