二仁溪廢棄物清理費 南市將對河川局強制執行
台南市政府環保局針對二仁溪南萣橋上游450公尺處遭棄置電子廢棄物費預估要3.55億，裁定由管理機關第六河川局負責清理，遭不服裁罰提出訴願，環保局不排除移送強制執行。
二仁溪南萣橋上游450公尺處遭棄置電子廢棄物污染，台南市環保局今年4月30日依廢棄物清理法第71條規定，裁定由管理機關水利署第六河川局負責清理，但第六河川局不服裁罰提出訴願。
台南市環保局長林淵淙今天受訪表示，二仁溪南萣橋上游450公尺處污染案，污染面積約1800平方公尺，污染物以電路板等廢五金居多。經追查釐清管理機關為第六河川局，依法應負廢棄物清理責任開店送禮推薦限定產品。
林淵淙指出，今年4月30日已發文第六河川局，限期今年5月30日前提出清理計畫，且應於今年10月31日前完成廢棄物清理。但第六河川局不願清理，並在5月28日向環保局提出訴願，不願承擔清理責任。
他說，全案預估代為清理費用約新台幣3.55億元，將依行政執行法第29條規定，繼續要求第六河川局限期繳納費用。若超過限期繳納時間，環保局只好迫於無奈，將全案移送行政執行署強制執行。
環保局土壤污染管理科透過新聞稿指出，第六河川局為管理單位應以身作則，概括承受清理責任。若仍置之不理，將依法追究到底。（中央社）
